Clean Power Pasadena Partnership
A new opportunity for Pasadena property owners and developers to generate value from unused space and support Pasadena’s clean energy goals.

The Clean Power Pasadena Partnership (CP3) is the first round of a new Request for Proposals (RFP) released by Pasadena Water and Power (PWP) offering large Pasadena property owners or developers the opportunity to generate revenue from rooftops, parking lots, or other previously unused space. This program is specifically designed for properties capable of hosting renewable energy facilities with a minimum capacity of 200 kW.
PWP is seeking to purchase energy generated by renewable energy projects located in Pasadena through long-term Power Purchase Agreements (PPAs). Eligible property owners interested in installing a solar facility can sell the energy generated directly to PWP. Property owners may also lease their space to developers who can build the project and sell the energy to PWP. All energy generated will support PWP’s goal of achieving 100% carbon-free electricity by the end of 2030 and will provide a reliable new income stream for property owners.
Through the CP3, property owners or developers submit bids specifying the price at which they are willing to sell energy to PWP. Selected bidders will be compensated on a dollar-per-megawatt-hour (MWh) basis for the energy exported to PWP’s distribution grid.
Proposals should consider the following RFP requirements/elements:
- Facilities must have a minimum capacity of 200kW.
- Facilities must consist of one or more eligible carbon-free energy resources that meet the requirements of the California Energy Commission’s Renewables Portfolio Standard Eligibility Guidebook.
- Facilities will connect directly to PWP’s electric distribution grid. The energy generated will be sold to PWP and will not have a direct impact on the residents’ or property owners’ energy bills.
- Facility owners will be responsible for all costs associated with building the project behind their property line.
- Facility maintenance will be the responsibility of the facility owners.
- PWP will pay for any upgrades needed to connect the facility to its distribution system within the public right-of-way.
- Facilities participating in this RFP are ineligible for any other solar rebate or solar incentive program offered by PWP.
