Customer Service Line Inventory - Lead and Copper Rule Revisions (LCRR)
Based on extensive efforts to verify and ensure water quality, Pasadena is deemed a non-lead service line system. Further information below details how Pasadena established compliance with the 2021 Lead and Copper Rule Revisions (LCRR).
Overview & Frequently Asked Questions
As part of Pasadena’s continued commitment to water quality, an inventory of water service line materials has been established, which complies with the 2021 LCRR issued by the Environmental Protection Agency (EPA). Pasadena Water and Power’s (PWP's) efforts to improve the inventory are ongoing and will be updated on a regular basis. Below is a helpful search tool to find results associated with addresses within PWP’s service area.
What is a service line?
The service line is the pipe that delivers water from the water main into homes and businesses. The portion from the water main to the meter is owned and maintained by PWP, while the section from the meter to the home/building is owned and maintained by the property owner.
What is the purpose for the inventory?
The purpose of the 2021 LCRR and the service line inventory is to identify any lead pipes that may exist anywhere nationwide. In 2018, PWP did a full and complete inventory of the city-owned service lines and determined that there are no lead city-owned service lines. The new regulations further require PWP to perform an inventory of the customer-owned service lines.
How is PWP completing the customer-owned service line inventory?
For the initial customer-owned service line inventory, PWP reviewed historical records and plumbing codes and determined that it is unlikely that lead service lines were ever used by customers in the PWP service area. This was further confirmed by visually inspecting the customer-owned service lines of over 540 properties, including single family homes (based on building age) and all pre-K through grade 12 schools served by PWP. As anticipated, the 2024 initial inventory confirmed no lead customer service lines. PWP will continue inventorying customer-owned service lines until all are visually investigated.

What does “statistical analysis or predictive models” mean?
PWP utilized stratified random sampling to develop the initial inventory. Stratified random sampling involves physically verifying a subset of selected service lines in the distribution system. That subset is divided into groups based on risk profile characteristics. Risk profile characteristics are determined by installation year, plumbing codes, and sensitive populations. Initial inspections, along with the statistical analysis, would indicate that the remaining service lines are non-lead. Eventually all customer-owned service lines will be verified by visual inspection.
