Bill Assistance and Low Income Programs

Part of Pasadena Water and Power’s mission is to provide reliable water and power service to all of our customers. For customers who need extra help to pay or lowering their utility bills, we have several programs to help.

Payment Plan Arrangement

Pasadena Water and Power understands that customers may be experiencing financial hardship. If you are experiencing difficulty paying your utility bill, you may qualify for a payment arrangement or bill assistance.

Income-Qualified Programs

These programs offered by PWP and the State of California are designed to help low income households through monthly credits, one-time credits, or payment plans.

General Bill Assistance

These programs are open to all PWP customers, without the use of income criteria.
