Non-Potable Water Project Alternative Route Study

On February 22, 2016, the City Council certified the Environmental Impact Report (EIR) for the Pasadena Non-Potable Water Project (Project). During the public comment period and at the February 22nd public hearing, several Pasadena residents expressed concerns about the impacts of the pipeline construction along the planned route and offered two alternative routes for consideration. City Council directed staff to return with additional analysis for the two alternative pipeline routes prior to awarding any contracts for the Project.


Alternative Routes Study Reports

Non-Potable Water Project Map with Phase I Alignment and Phase I Options

PWP completed the evaluation of the two alternative pipeline routes suggested by residents during the EIR public comment period. The evaluation considered the following criteria for the four routes as shown in the project map above:

  • Impacts to trees as a result of construction
  • Environmental impacts
  • Geohazard conditions
  • Construction challenges due to buried utilities and tree roots and risk of change orders
  • Construction, operation, and maintenance costs
  • Impacts to schedule
  • Potential loss of state grant funding

A certified arborist was retained to evaluate potential impacts to trees that may result from pipeline construction. The evaluation concludes that the approved routes pose low potential impact to trees including Canary Island Pine trees on Laurel Street and that the four routes pose “less than significant” environmental impacts. The evaluation further concludes that the approved routes are superior to the alternative routes mainly in terms of cost and project duration.
