PWP Launches Clean Energy Tracker

The Pasadena Water and Power Clean Energy Tracker, which provides information on key clean energy targets and milestones, is now available online at PWPweb.com/CleanEnergyTracker.
The launch of the tracker further demonstrates PWP’s commitment to the successful implementation of Resolution 9977, which was approved by the Pasadena City Council on January 30, 2023, and sets a goal to source 100% of Pasadena’s electricity from carbon-free sources by the end of 2030 while optimizing for affordability, rate equity, stability, and reliability. The resolution has since been incorporated in to PWP’s 2023 Power Integrated Resource Plan (IRP), accelerates California’s clean energy targets by 15 years, and demonstrates an ambitious approach to achieving Pasadena’s carbon-free future.
Key metrics and information include:
- Acceleration of Senate Bill 100’s clean energy target
- Progress toward achieving the carbon-free goal of Resolution 9977
- Growing community adoption of distributed energy resources and electric vehicles
- Energy efficiency efforts
The tracker was launched with seven initial metrics that all contribute to Pasadena’s clean energy goals. Each metric is supported by a description, and the methodology used to calculate the results.
The example below shows a summary of three specific metrics that are included in the current version:

Metric 1 measures progress in meeting the goals of SB 100, which requires that eligible renewable energy resources and zero-carbon resources supply 100% of retail sales to California end-use customers by 2045.
Metric 2 focuses on PWP’s energy resources portfolio and the percentage that is represented by carbon-free resources. This metric will be favorably impacted by continuing investments in renewable and zero-carbon resources, and expiration of existing carbon contracts.
Metric 3 shows progress toward delivering 100% carbon-free electricity on an hourly basis, the goal of Resolution 9977, and illustrates the average percentage of every hour that customers are served with carbon-free generation.
Additional metrics focus on the expansion of distributed energy resources and electric vehicles in Pasadena.
The tracker will be enhanced in phases with the goal of providing informative progress updates that are relevant, transparent, and easy to interpret. The public is invited to provide feedback on the tracker by emailing WPD_IRP@CityOfPasadena.net, or by calling (626) 744-4005.
