Second Phase of Council-Approved Electric Rates Takes Effect

The second phase of Pasadena Water and Power’s three-phase electric rate plan, approved by the City Council in March 2026, took effect October 1. As a publicly owned, not-for-profit utility, PWP sets rates to recover only the cost of service, including maintaining aging infrastructure and investing in a cleaner, more reliable grid.

With a seasonal decrease in power supply charges offsetting part of the increase, a residential customer using 500 kilowatt-hours (kWh) per month will see a bill increase of less than 2%, about $1.70, and a residential customer using 1,000 kWh will see an increase of about 5%, about $13.

PWP offers a variety of programs and incentives to support customers, including flexible payment plans, bill assistance options, and bill credits for income‑qualifying households. PWP also provides several programs designed to promote energy efficiency.

The no‑cost Home Improvement Program offers eligible customers a professional in‑home evaluation along with personalized water‑ and energy‑saving installations. To further help customers reduce energy use, PWP provides a wide range of rebates for efficient appliances, including ENERGY STAR–certified refrigerators, dishwashers, and room air conditioners.
